Meet our Board of Directors

Shirley Dominick – President

Shirley is a retired Air Force officer with more than 25 years of leadership and management success. She served ten years at the Pentagon acquiring and installing communications and computer systems in support to the Secretary of the Air Force, Air Staff, Joint Chief of Staff and the Office of the Secretary of Defense. She spearheaded the evaluation of the USAF Headquarters Systems Replacement Program valued at 200 million dollars and led a team to install the first digital telephone switch throughout the Pentagon. She led a $120M program integrating AF-unique command and control applications into the Joint programs. She was also deployed in support of Operation BALKAN SHIELD where she led the European Command’s installation of the $60M Global Broadcast Service System allowing real-time delivery of critical video to more than 90 units in the European theater. Since her retirement, she has been employed with government contracts. She has a passion for our wounded warriors and is committed to making a difference in their lives. 

John Dominick - Vice-President

John has been a Real Estate Investment Broker and owner of Lighthouse Enterprises in Virginia and Maryland for the past 25 years. He served as an Army Medical Corpsman and worked as a Project Manager for the Department of Defense for ten years. John majored in Business Administration at Rutgers University and later earned his Masters Degree in Human Services with a specialization in Christian Leadership at Liberty University. John has resided in Haymarket, Virginia for the past 10 years where he continues to work on his greatest positions in life; husband to his wife Shirley, and father to his three daughters, Kendra, Kelsy, and Johnna.

Michelle Buckles - VP of Finance

Michelle serves as VP of Finance providing financial oversight for the organization.

Her responsibilities include budgeting and financial planning, financial reporting, and the creation and monitoring of internal controls and accountability policies.

With a diverse, 30-year banking career, Michelle has spent most of that time in senior leadership positions with major financial institutions throughout Maryland and Virginia. Most recently, serving for six years with Sonabank, with her entire tenure spent at the senior vice president level with roles as compliance officer and internal auditor.  Michelle attended Cochise Community College in Sierra Vista, Arizona and University of Maryland-European Division, Heidelberg, Germany.  She has also  completed the Sheshunoff Compliance Officer Certification Program as well as the Audit and Compliance Training with Professional Bank Services and American Bankers Association (ABA) – Small Business Certification.   

Larry Zilliox - Visiting Chef Program                          

Larry Zilliox developed and leads our Visiting Chef Program at the Warrior Retreat at Bull Run. The Visiting Chef Program partners with exceptional volunteer chefs who come to the Warrior Retreat at Bull Run and create extraordinary meals for the wounded Warriors and their Families.

Larry is the president of Investigative Research Specialists, LLC a Service-Disabled Veteran-Owned Small Business in Bristow, Virginia. He has written for PI Magazine, been featured on NPR, and is author of The Opposition Research Handbook: A Guide to Political Investigations 4th Ed. He is a former board member of the Professional Investigators and Security Association and current board member of the Virginia Professional Investigators PAC.

Jeff Glenn- Communications

Jeff Glenn is a prior enlisted officer (Mustang) who retired after 28 years in the United States Air Force.  He now serves as a member of our Board of Directors and is a communications consultant for Booz Allen Hamilton.  Prior to joining BAH in December 2010, Jeff served in a variety of Air Force assignments, most of which were in public affairs.  His last duty station was the Pentagon and his last duty position was Strategic Communications Advisor to the Secretary of the Air Force.  Among his career highlights, he was an Air Force Legislative Fellow on Capitol Hill and spent a year working directly for a U.S Congressman who served on the House Appropriations Committee for Defense.  During a year-long deployment to Baghdad, Iraq, he served as the Public Affairs advisor to the spokesman for Multi-National Force-Iraq and as the strategic communications liaison to the Iraqi Transitional Government's Government Communication's Directorate.  He also had two other deployments to the Middle East. He led two wing public affairs offices and one of those offices, the 1st Fighter Wing which was bedding down the F-22, was awarded "Best Public Affairs Office in the Air Force."  While enlisted, he performed executive support duties.  He met his wife Jackie, who is prior Navy, at an assignment at Supreme Headquarters Allied Powers Europe, Belgium, and they’ve been married more than 24 years. 

John D. Foldberg

John is a counselor and desires to help the graduates from Mighty Oaks programs to grow in their knowledge of, faith in, and obedience to Jesus Christ. John’s military career began in 1974 when he enlisted in the Army. Following service in the Army, John graduated from Western State College in Colorado and accepted a commission in the Marine Corps. John retired as a Lieutenant Colonel from the Marine Corps after 23 years of service. He served as an infantry officer in all three active duty Marine Divisions, and had multiple overseas deployments as a Marine, federal employee and government contractor in support of Operation Desert Storm, Operation Enduring Freedom and Operation New Dawn. He has an MA in Strategic Studies and National Security from the College of Naval Command and Staff, and is currently working on his certification as a Biblical Counselor. He is also a graduate from the Army’s Ranger School and Airborne School. John and his bride, Carrie, have been married 31 years, they have 3 daughters and 4 grandchildren.

Mark S. Shaaber

Mark Shaaber was born in Reading Pennsylvania. He obtained a Bachelor of Science Degree in Electronics Engineering Technology from DeVry University in 1988 where he concurrently attended the Ohio State University Army R.O.T.C. program.  He was commissioned as an active duty officer and subsequently served 20 years of active duty service. Mark completed a Master of Arts degree in Computer Resources and Information Management in 2000 while attending the Army Command and General Staff College in residence. 

In 2008 Mark and his business partner Jim Combs co-founded SCS Integrated Support Solutions (SCS) a workplace interiors and government contracting company. SCS was awarded small business of the year by the Prince William Chamber of Commerce 2013, small business supplier of the year by VSE Corporation 2013 and the HON Company fastest growing dealership 2013. 

In late 2015 Mark and his wife established Vision Finders a start-up designed to help other small businesses start, thrive and grow in an endeavor to provide jobs for everyone who needs or wants to work. 

In 2016 Mark and two of his colleagues founded Phase II Staffing and Contracting (Phase II). The Phase II corporate culture is built on passion for helping Veterans find their way as they transition from service into the second phase of their professional lives. All three founders are Veterans and successful entrepreneurs who are very experienced in government contracting. All three are community leaders with extensive professional networks that have, through their own first-hand experience, identified a gap in Veteran employment and transition support. Veterans and military families are a tremendous resource that exists in abundance in our region. Veterans and military families are a cross section of society that represents all Americans. Phase II was created as an investment in these great mission and service oriented people. We make this investment to the benefit of our clients and as a byproduct of our collaborative success, we will close the support gap through sustained dedication to our region’s growing Veteran population. 

Mark is a Prince William Chamber of Commerce Charter Founding Member; Leadership Prince William Graduate 2012; Founder and former Chairman of the Prince William Veterans Council, 2012-2014; Board of Regents Leadership Prince William, 2013-Present; Current Chairman of the Board of Regents of Leadership Prince William; Veterans of Foreign Wars (VFW) Life Member, and a Disabled American Veterans (DAV) Life Member. 

Mark and his wife Caroline have been married for 24 years and have two children Alex 20, and Molly 18.
